Does this work indoors or only at the range?

Most drills need a full range bay or a practice green. A couple of the full-swing ones work indoors with a net if you can already read your own shot shape. It's built for outdoor practice first.

Will this fix my slice, add distance or drop my handicap?

No. It changes what you practise, not your swing mechanics. If a specific fault needs fixing, this won't diagnose it — a coach will.

Is this legal to use during a round?

It's a practice tool for the range and the practice green, not something you'd use mid-round. It makes no claim about Rules of Golf conformity because it isn't intended for on-course use.
